dc.descriptionAbstract: In Ecuador, the Constitution of 2008 has recognized several rights that have guaranteed the coexistence and the Good Living of the citizenry, among them the right of Citizen Participation, which is very important to obtain a harmony between the Local Governments and the citizenry in general. In our case the Decentralized Autonomous Municipal Government of Rumiñahui, is the entity that through its Authorities elected by popular election are the closest to the population, which must lead in an honest, respectful and above all participatory way, to plan, organize and control jointly with the citizenry all the decisions to be taken by the municipality. For this reason, the present research work has as its initial purpose to investigate the incidence of the scarce normative development of the mechanism of the empty chair in the Constitutional right of citizen participation, after determining this reality, a municipal ordinance is proposed that regulates the Empty Chair as a mechanism of Citizen Participation.es_ES
dc.description.abstractEn el Ecuador la Constitución del 2008, ha reconocido varios derechos que han garantizado la convivencia y el Buen Vivir de la ciudadanía, entre ellos el derecho de Participación Ciudadana, el cual es muy importante para obtener una armonía entre los Gobiernos Locales y la ciudadanía en general. En nuestro caso el Gobierno Autónomo Descentralizado Municipal de Rumiñahui, es la entidad que a través de sus Autoridades elegidas por elección popular son las más cercana a la población, los cuales deben liderar de manera honesta, respetuosa y sobre todo participativa, para planificar, organizar y controlar conjuntamente con la ciudadanía todas las decisiones a ser tomadas por el municipio. Por tal razón, el presente trabajo de investigación tiene como propósito inicial investigar la incidencia del escaso desarrollo normativo del mecanismo de la silla vacía en el derecho Constitucional de participación ciudadana, luego de determinar esta realidad, se propone una ordenanza municipal que regula la Silla Vacía como mecanismo de Participación Ciudadana.es_ES
