Resumen
Implement the plurinationality within a sovereign State, governed by the principle of Constitutional Supremacy, is a commitment that transcends the good intentions of cultural and civic inclusion. It is not easy to make integration policies converge with those of imposition of the power of the State and its necessary privileges over that of individuals, who in some cases would be minority groups. This work carries out a constitutional analysis and presents a guideline manual for proposals so that plurinationality as a characteristic of the Ecuadorian State can be effectively implemented without damaging the other guiding principles in the matter. Following a dogmatic-legal, theoretical, descriptive, non-experimental design and descriptive approach, the researcher presents a collection of bibliographic data and analyzes, from the general to the particular, the legal system and doctrine, for the sake of offer possible solutions to the problem raised, including understanding the advantages and disadvantages of multinationalism. It is concluded that public policies must be subject to the imperatives of the Magna Carta, seeking in the statement of motives of the constituent the true reasons for the plurinationality and the guidelines issued for the development of such a characteristic and constitutive element of the structure of the State.
