El acceso a la salud como derecho humano en la ciudad de Quito durante emergencia sanitaria en el periodo 2020-2021

Resumen
La presente investigación, tuvo como Objetivo general, Analizar el acceso a la salud como derecho humano en la ciudad de Quito, durante la emergencia sanitaria en el periodo 2020-2021. Para ello se definieron los elementos doctrinarios de derecho a la salud, así como también las obligaciones del Estado ecuatoriano para garantizar este derecho a la población, de igual forma se pudo demostrar la vulneración de este derecho en la ciudad de Quito durante la emergencia sanitaria. La metodología estuvo basada en el enfoque mixto, ya que se utilizó el enfoque cualitativo al momento de efectuar los análisis de las opiniones recaudadas en citas, así como también de la normativa legal vigente vinculada al derecho a la salud y por último los análisis de las entrevistas efectuadas a profundidad, al mismo tiempo se aplicó el enfoque cuantitativo al momento de realizar las encuestas a las personas que habían sufrido el virus del COVID-19. Los resultados de la investigación determinaron que en la ciudad de Quito durante la emergencia sanitaria, el Estado no garantizó el acceso a la salud, ya que el sistema estaba colapsado producto de la gran cantidad de personas que padecían este virus. El Estado Ecuatoriano vulneró el derecho a la salud como derecho humano en la ciudad de Quito durante la emergencia sanitaria en el periodo 2020-2021, ya que no se tomaron las medidas preventivas antes de la llegada de la pandemia al Ecuador.
Abstract
He general objective of this research was to analyze access to health as a human right in the city of Quito, during the health emergency in the period 2020-2021. For this, the doctrinal elements of the right to health were defined, as well as the obligations of the Ecuadorian State to guarantee this right to the population, in the same way the violation of this right could be demonstrated in the city of Quito during the health emergency. The methodology was based on the mixed approach, since the qualitative approach was used when carrying out the analysis of the opinions collected in appointments, as well as the current legal regulations linked to the right to health and finally the analysis of the interviews were carried out in depth, at the same time the quantitative approach was applied when conducting surveys with people who had suffered from the COVID-19 virus. The results of the investigation determined that in the city of Quito during the health emergency, the State did not guarantee access to health, since the system was collapsed due to the large number of people suffering from this virus. The Ecuadorian State violated the right to health as a human right in the city of Quito during the health emergency in the period 2020-2021, since preventive measures were not taken before the arrival of the pandemic in Ecuador.
