Resumen
La participación ciudadana es un elemento jurídico, social y fundamental que permite que todos los ciudadanos, esto desde el punto de vista individual y colectivo, además de ello agrupaciones de instituciones u organizaciones que se encuentren en la capacidad de interactuar entre estas, también puedan actuar en función de cumplir con diferentes situaciones es decir, que puedan ser parte de diferentes actividades que son parte del quehacer del Estado, con la finalidad de desarrollar diversas propuestas y mecanismos dirigidos a solucionar problemas de máxima y mínima problemática., es por tanto, que a través de este acto, la función de Transparencia y Control Social busca que la personas, pueblos, comunidades y nacionalidades, participen y se integren en el accionar como la creación de políticas públicas y servicios de la misma naturaleza, respondiendo de esta forma el garantizar el respeto de los derechos reconocidos en la Constitución. Por su parte, el Consejo de Participación ciudadana es un organismo que forma parte del Estado y que por tanto, actúa en función de ayudar al desarrollo de la ciudadanía en general a través de la introducción y reconocimiento del derecho de participación donde hay cabida a la inclusión de diferentes indoles y sobre todo el anexo de organizaciones con sus respetivas funciones y reglas de control y designación para lo cual es necesario el reconocimiento de la norma, o el cumplimiento de lo establecido por la misma para que actúa de acuerdo a principio de legalidad y que por tanto, la designación sea legal.
Abstract
Citizen participation is a legal, social and fundamental element that allows all citizens, this from the individual and collective point of view, as well as groups of institutions or organizations that are able to interact with each other, can also act in function of complying with different situations, that is to say, that they can be part of different activities that are part of the work of the State, with the purpose of developing various proposals and mechanisms aimed at solving problems of maximum and minimum problematic., It is therefore, that Through this act, the function of Transparency and Social Control seeks that people, peoples, communities and nationalities participate and integrate into actions such as the creation of public policies and services of the same nature, responding in this way to guarantee respect for the rights recognized in the Constitution. For its part, the Citizen Participation Council is a body that is part of the State and therefore acts in order to help the development of citizenship in general through the introduction and recognition of the right to participation where there is room for inclusion of different indoles and especially the annex of organizations with their respective functions and rules of control and designation for which the recognition of the norm is necessary, or compliance with what is established by it so that it acts according to the principle of legality and that therefore, the designation is legal.
