Las reformas constitucionales sobre la consulta a realizarse en Ecuador en las elecciones 20223: un estudio crítico

Resumen
El presente trabajo tiene como finalidad exponer de forma amplia y clara los fundamentos en el cual se basa el Presidente de la República del Ecuador con su gabinete para llamar a la ciudadanía a una consulta popular, donde se pretende enmendar la constitución y su normativa, facilitando el camino para que puedan tomar decisiones transcendentales en beneficio de todos los ecuatorianos. Sin embargo, hay que leer de forma detenida para comprender todos los anexos y cuáles son los pros y contras que no nos han explicado, y que se encuentra en la letra pequeña de los anexos. Las ocho preguntas que fueron aprobadas por la Corte Constitucional, serán consultadas al pueblo mediante elecciones populares que se realizará el 5 de febrero del 2023, donde constan preguntas tales como la extradición de ecuatorianos a un país extranjero, delimitar el poder que tienen los Consejeros del Consejo de Participación Ciudadana y Control Social, mecanismos para salvaguardar el medio ambiente, entre otras preguntas. Se ira detallando si esta consulta va a lograr solucionar la gran mayoría de los problemas que actualmente sufre el Estado, o si es un mecanismo para lograr mantenerse en el poder el actual mandatorio y así terminar su periodo presidencial, ya que el índice de criminalidad es el más alto en la historia del Ecuador, sin mencionar la falta de inversión pública en salud y educación, donde el diario vivir de los ecuatorianos es una constante incertidumbre, ya que no hay empleo ni tampoco un plan para salir de la encrucijada en que nos encontramos, porque el plan de gobierno de Guillermo Lasso no se está cumpliendo en los casi dos años de gobierno, y eso ha llevado a un malestar general entre los ciudadanos.
Abstract
The purpose of this paper is to broadly and clearly expose the foundations on which the President of the Republic of Ecuador is based with his cabinet to call the public to a popular consultation, where it is intended to amend the constitution and its regulations, facilitating the path so that they can make far-reaching decisions for the benefit of all Ecuadorians. However, you have to read carefully to understand all the annexes and what are the pros and cons that have not been explained to us, and that is found in the fine print of the annexes. The eight questions that were approved by the Constitutional Court, will be consulted to the people through popular elections that will be held on February 5, 2023, where there are questions such as the extradition of Ecuadorians to a foreign country, delimiting the power that the Councilors of the Council for Citizen Participation and Social Control, mechanisms to safeguard the environment, among other questions. It will be detailed whether this consultation will manage to solve the vast majority of the problems that the State currently suffers, or if it is a mechanism to maintain the current mandate in power and thus end his presidential term, since the crime rate is the highest in the history of Ecuador, not to mention the lack of public investment in health and education, where the daily life of Ecuadorians is a constant uncertainty, since there is no employment nor a plan to get out of the crossroads in which we find, because Guillermo Lasso's government plan is not being fulfilled in the almost two years of government, and that has led to a general malaise among citizens.
